Philip “Phil” Dale Rushing, 90, of Harrisburg, and formerly of Carterville, passed away February 4, 2023, at Parkway Manor in Marion.
Memorial services will be held at 11:00 A.M., Saturday, February 11, 2023, at the First Presbyterian Church in Harrisburg, with the Rev. Laurie Anne Fields officiating. Visitation will be from 9:00 to 11:00 a.m., Saturday, at the church. Burial will be in Hillcrest Cemetery in Carterville at a later date.

Phil was born March 15, 1932, in Carbondale, to Paul and Myrl (Benton) Rushing. He married Rosalie Sturm on August 20, 1966, in Evansville, Indiana.
He is survived by his loving wife of 56 years, Rosalie Rushing of Harrisburg; daughter, Lisa (Tom) Burrow of Belleville; grandson, Christopher Burrow; and great-grandchildren, Alexis and Reed Burrow.
Phil was preceded in death by his parents; two infant sisters; and grandson, Jason M. Burrow.
He honorably served our country in the United States Navy.
Phil retired after 35 years of service with the state of Illinois as a child welfare social worker for children. Over the years, Phil has served as the Director of Social Work at the Bowen Center, as well as the Regional Coordinator for developmental disabilities. He was also the chief social worker for developmental disabilities at Choate Mental Health.
He was a faithful member of the First Presbyterian Church in Harrisburg for 55 years. Phil served on the boards of trustees, deacons, and elders.
Phil was very proud to be able at the age of 80 to serve as the case manager following the Harrisburg tornado in 2012.
He enjoyed traveling with his wife, Rosalie, and together they had visited over 20 countries.
